SAE EIA649-1 is a defense-unique standard for the non-governmental standard “SAE EIA-649 Configuration Management Standard”, which contains specific requirements for defense contracts. This standard is designed to provide buyers with tailored configuration management (CM) requirements for defense contracts and applies to both hardware and software.

Consistent with SAE EIA-649, SAE EIA 649-1 utilizes the buyer and supplier roles to define requirements for the five CM functions: Configuration Planning and Management, Configuration Identification, Configuration Change Management, Configuration Status Accounting, Configuration Verification and Audit, and the underlying principles. SAE EIA-649-1 is intended to assist the government and/or industry acting in the buyer role to impose CM requirements on defense contracts by providing the “shall” instructions for implementing the EIA-649 CM functions and principles.
