Workshop on the economic viability of innovative contract models with case studies from Germany

This training explains the conceptual content of PBL as well as the possibility of combining PBL with other cooperation concepts ("ILS", "CLS", "Hole-in-the-wall"). In addition, approaches in the private sector (Performance Based Contracting, PBC) are examined by presenting examples from plant construction (operator models) or rail transport (full-service leasing).
PBL/PBC alternatives are used to illustrate how greater economic efficiency can be achieved. In addition, the specific opportunities and risks of PBL are identified and discussed.

Target group: This training is aimed at employees, managers and leaders in the areas of business unit development, sales, contracts, logistics and support as well as project managers and executives, especially from the German Armed Forces. The training is also suitable for consultants working in this field.

  • Introduction to the topic of economic efficiency in (public) procurement
  • Performance Based Logistics (PBL) - Basics
    - Contents and characteristics of PBL
    - Higher economic efficiency of PBL? - Outline of a "win-win situation"
    - Opportunities and risks of PBL from the client and contractor perspective
  • PBL case study (in small groups)
    - Preparation of functional tender documents for a PBL solution
    - Preparation of PBL offers
    - Bid comparison of PBL and non-PBL bids with award of contract
    - Evaluation of the case study results in terms of economic efficiency
  • Presentation and discussion of real case studies of PBL solutions in the Bundeswehr
  • Management of PBL: controlling performance

  • The aim of this seminar is to impart basic knowledge on the subject of Performance Based Logistics (PBL).
